Just ried it on both my Vista 32 and Vista 64 machines. Both worked as they were supposed to. I did WHOAMI and WHOAMI /all

If you are trying to redirect the output to a file on vista send it to the %temp% directory. Vista will NOT allow you to create a file in the root.

SPOOLCMD only allies to printers opened PRN:

It is not used by WIN: DIRECT: PREVIEW: or PDF: opens

Remember that once you are in the library the line that caused the error is not available so your sub-routine in the program needs to send the line to your log before engaging the function.
