Weird Windows 7 Networking problem

So, I've got a weird problem.
One of my clients (a totally different one then the ones i was asking about before) just got a new Windows 7 machine. When they try to run BR over the network, it crashes. They get the error "The Application Failed to Start". Its a windows error.
If I copy BR over the network to their desktop it works (giving me the proper error "OS error opening brserial.dat".) To keep the test simple, I ran BR over the network share with no brserial.dat and it crashes like before, with "The Application Failed to Start". This indicates that BR isn't even getting off the ground, because the brserial.dat file is one of the very first things it checks for.
Have any of you experienced anything like this? any ideas about what strange Windows 7 networking issues might cause this sort of behavior?
I know one solution might be to make the Windows 7 machine the server and switch the clients over to use that one. But changing the server is opening up a whole can of worms of potential other problems, and the client may not be up for it.
I have tried this with BR 4.03ih, BR 4.03k, and BR 4.18. I get identical behavior in every version.
