4145 Error trying to open HTTP=client connection

On Windows Server 2022 we are experiencing an issue with getting a 4145 error trying to open a simple http port to report some information to our webserver.
I have done all the usual exclusions in Windows firewall and Defender antivirus. To no avail. It almost seems like a trust of the application issue.
4.32k Client/Server Both brclient and brserver exclusions applied to Defender Anti-Virus and added as allowed apps in Windows Defender Firewall
Anyone run into this and find a solution?
